Special Kajin Analysis Team, abbreviated as S.K.A.T., is a police unit specifically established to address fractured human activities. They were formed early during the chaotic frog outbreak, prior to the public's full awareness of the crisis developing in Buppa City. Recently, following the fall of Triple H and the increase in fractured human crimes involving half-fractured individuals, S.K.A.T. has proactively engaged in combating the fractured human crisis and has taken steps to halt the operations of Chiharu Matsuyamachi.

The unit is led by Chief Mikazuchi Takemitsu.

Duties[]

S.K.A.T.'s primary responsibility is to collect frenzied frogs and investigate activities related to fractured humans. This includes examining any fractured human, half-fractured individual, or warrior. The unit will assess whether the suspected host of a frenzied frog is infected by gathering information about the individual’s recent activities, including their proximity to known fractured human sites. If any criteria are met, S.K.A.T. employs their undercover agent, Nakadai, to infiltrate the suspect's residence or workplace. His goal is to determine if the individual exhibits signs of fractured human symptoms or unusual behavior. Should these signs emerge, further investigation will proceed, and Nakadai will report back to S.K.A.T. headquarters, where the evidence will be compiled to decide on the suspect's infection status.

If a suspect is confirmed to be infected, S.K.A.T. will take one of four possible actions:

Non-Offending Fractured Humans[]

The approach S.K.A.T. takes with non-offending fractured humans remains unclear, aside from special circumstances. It is assumed that the unit will monitor these individuals for signs of fracturing, criminal behavior, or power accumulation. If any such signs appear, S.K.A.T. will respond according to the specific circumstances that arise.

Criminal Fractured Human[]

In cases where a fractured human is involved in illegal activities, such as murder, rape, or drug distribution, S.K.A.T. will confront and attempt to apprehend the individual(s) involved. The initial response is to arrest the suspect for further questioning. What happens after their usefulness is exhausted is unknown, but it is common for these encounters to escalate into battles, often resulting in the suspect transforming and attacking the unit. If the unit prevails, the suspect is typically killed to prevent further conflict and to collect their frenzied frog post-mortem. An exception to this pattern was Wachi Souta, whose tears were exploited by Kudarantula for production and sale branded as "Shu! Wa! Chi!". Due to not having intentionally killed anyone and receiving a chance from the then-new team member Shintarou Jagasaki, Souta was taken in for interrogation and subsequently joined S.K.A.T.

Powerful Fractured Humans[]

If a half-fractured human or fractured human warrior becomes too powerful to neutralize easily, S.K.A.T. will attempt to recruit them, often resorting to blackmail for compliance. Should this approach fail, the individual will be classified as a criminal fractured human and is likely to face execution to prevent potential fracturing. If recruitment is successful, the individual will undergo training to hunt and combat other fractured humans, regardless of their prior experience. This training includes sparring sessions with Chief Mikazuchi Takemitsu, where the objective is to severely injure the Chief before ultimately defeating him. These sessions can be prolonged and may result in serious injuries, but due to the advanced healing capabilities inherent to fractured humans, permanent damage is not a concern. For instance, Shintarou Jagasaki achieved his fifth and most powerful form, Atomic Reactor Jagaaaaaan, through this rigorous training. Such preparation is essential to reveal the individual's true potential and determine their suitability for S.K.A.T. Should the individual die or fracture during training, it will indicate their inability to handle real confrontations with fractured humans, leading to their dispatch if fractured. However, if they succeed in injuring the Chief, they will be welcomed as a full member of S.K.A.T., gaining the autonomy to undertake missions and enjoy all member benefits. A notable exception is Yuma Kujou, who was offered the role of team medic due to her unique abilities, rather than being coerced into service.

Full Fractured Humans[]

Once an individual has fully fractured, neither arrest nor recruitment is feasible because the transformation leads to a complete loss of humanity. In such cases, the priority shifts to eliminating the individual to prevent potential property damage and loss of life. After the individual is killed, S.K.A.T. will collect the frenzied frog from the deceased host.

Structure[]

S.K.A.T. operates similarly to a police department, consisting of a Chief as the leader, an undercover agent for espionage missions, and inspectors acting as detectives. All members have the authority to utilize their powers for self-defense and to apprehend or eliminate fractured humans when necessary. It is likely that new members do not enjoy the same privileges, as they have not yet attained full membership.
